How to read this run
  • CHIPS is the semiconductor sector’s regulation as a lens on the map — the same engine as FEOC, a different statute.
  • A company is surfaced when it is on a US government list (BIS Entity List, OFAC SDN, NS-CMIC), is incorporated in a covered nation, or carries covered-nation ownership over the guardrails threshold (15 CFR 231.104). The reasoning shown is the recorded basis, not a legal conclusion.
  • SMIC, YMTC, and CXMT carry an extra tag: from Dec 23, 2027 US federal agencies may not buy products containing their chips (FY23 NDAA §5949).
  • A flag on a subsidiary or owner is reported as exactly that — the BIS 50%-affiliates rule is suspended until Nov 9, 2026, so listing does not automatically extend.
  • "Not yet scored" is a data gap, not a verdict. We count it instead of hiding it.
  • Empty stages stay visible with the recorded reason the map stops there.
